VANDENBERG AIR FORCE BASE, Calif. -- Inside the Astrotech payload processing facility at Vandenberg Air Force Base in California, Orbital Sciences technicians conduct an ultraviolet light cleanliness inspection on the payload load isolators of the Taurus XL launch vehicle for the Orbiting Carbon Observatory, or OCO, before installation on the ballast ring.
