VANDENBERG AIR FORCE BASE, Calif. – Workers at Space Launch Complex 2 on Vandenberg Air Force Base in California monitor a solid rocket motor as it is raised into a vertical position for installation on the Delta II rocket for NASA's Soil Moisture Active Passive mission, or SMAP, in the mobile service tower.
