Minister Johan Willem Alberda (1877-1957, center) in conversation with Mr. E.F.M.J. baron Michiels van Verduynen, minister without portfolio. Verduynen could replace the Minister of Foreign Affairs if he was abroad. Alberda became one of the first SDAP ministers in 1939. The Frisian became Minister of Water Management in the De Geer II cabinet. Shortly afterwards, the Germans occupied the Netherlands and Alberda fled with the Dutch government to England. During the war, Alberda participated in the London cabinets led by Pieter Gerbrandy. On the left of the photo stands Minister Kerstens. The line network was applied by artist Cor Visser.
