Silver oval medal on a suspension loop, carrying ring, and red-white-blue ribbon. Front: winged Victory with laurel wreath and palm branch in hand, standing on the prow of an antique ship; next to it, an inscription within a border. Reverse: inscription within a laurel wreath and border.
