About this work

The Second Chamber is dying and sits on her throne. She passes her last wish to the First Chamber, article 194: a constitutional amendment regarding education. Behind the throne stands Herman Schaepman, praying with a rosary, who from that moment exerted much influence on policy formation. This print was published by De Lantaarn.
