The painting the figures are looking at is likely Millais's painting 'Cherry Ripe' (1879). The woman on the left symbolizes peace, and the four men next to her possibly symbolize Russia, Turkey, Germany/Austria-Hungary, and England. Figures in the background are reading a newspaper, likely 'The Graphic'.
