The Austrian Emperor Franz Joseph I and the Russian Tsar Nicholas II stand with their backs to a bloody scene of war and murder committed by the Ottomans in Greek Macedonia. As Christian rulers they feel they do not have to intervene in a conflict between non-Christian peoples.
