German journalist Maximilian Harden pushes over a building, causing all the pigs, some adorned with German pickelhaubes, to flee. Michel (the German people) looks on in astonishment. In connection with revelations by Harden about homosexual behaviour in circles around Kaiser Wilhelm II.
