Members of the First and Second Chambers traveling together on the 'Steam Tram of the State' pulled by the locomotive 'Extended Suffrage'. The tram driver asks if the elephant of the Provincial States, which is blocking the progress of the tram, cannot be uncoupled. Jan Heemskerk sits on the elephant.
