Satirical print on the debate in the Second Chamber of Blussé's bill on income tax, during which Thorbecke was absent. Thorbecke walking along the beach sees how the sailboat 'income tax' is blown back and forth by the wind. Plate published in the weekly De Nederlandsche Spectator, no. 17, 1872.
