Ribbon of light blue satin, featuring an oval portrait of Alexander, Emperor of All the Russians, in stipple engraving, with the inscription: 'L. Portman sculps.' Depiction: bust facing left, with Empire hairstyle; short with light curly bangs. A high collar in a lighter color than the skirt, black neckerchief. On the chest, an insignia of the Order of St. Andrew with an eight-pointed star. A ribbon of the order diagonally across his right shoulder. The oval is printed lengthwise on the ribbon.
