Single-sided silver carrying badge on a red-white-blue ribbon, in the shape of an anchor, upon which rests a medallion, surrounded by a tightly buckled belt; in the medallion: two clasped hands, from which hang a begging bag, a begging bowl and a gourd, illuminated by heavenly light above a city gate; on the buckle, anchor and city gate: inscriptions.
