The Governor of Suriname Cornelis Lely pleads with the personification of the Second Chamber, a woman with her hand on the piggy bank, for the construction of the Lawa railway in Suriname. Suriname is here personified as a young black woman. Behind a curtain Uncle Sam (United States) listens to the conversation.
