The English King Edward VII receives foreign monarchs at a reception; behind the plants on the left, the German Emperor Wilhelm II and the Austrian Emperor Franz Joseph I are whispering to each other. On the right, Marianne (France) tries to persuade the Russian Tsar Nicholas II to stay at the reception.
