The two-sided badge consists of a nine-pointed, white-enamelled gold star, between which are nine gold points of rays upon which nine small five-pointed blue stars; in the center a gold medallion with intertwined letters R L, below which 1920, with inscription in gold letters on a light blue background 'The love of liberty brought us here'. The reverse has as medallion in gold a figure in profile facing right with hands raised to heaven, with inscription on a deep red background 'Light in darkness'. The badge is connected by an eye to a gold wreath of leaves, which is fixed with a suspension eye to a light blue suspension ribbon with a red stripe in the middle.
