About this work

On two law tablets stand the 19 articles of the newly issued civil rights. Above the tablets, Father Time, Minerva, and the personifications of enlightenment and equality around the all-seeing eye in a radiant halo. Below the scene, a Dutch verse explaining the roles of the various figures.
